Yes it is, and I have yet to hear a convincing answer. I know where many will point the finger, but I think it's more complex. But the fact that this is occurring *only* in White countries, and in *all* White countries simultaneously, points to a single point of origin.
According to Alexander Mercurous who was just in Russia there is a significant population of Indians imported to ease Russia's labor shortage. But to be fair, it is probably incorrect to say *all* White countries. Maybe all White Western countries would be more accurate.
“Gone With the Wind” is a fabulous book! When I finally read it I was amazed by how much better it is than the movie. Of the four main characters in the film, only one—Scarlet O’Hara—is well-cast (in my opinion, obviously 🙄). Clark Gable, Olivia d’H. and especially the Ashley Wilkes actor are all too old!
A number of years ago I read “A Team of Rivals” about Lincoln’s cabinet (Doris Kearns Goodwin). Ms. Goodwin makes a good case that Reconstruction after the Civil War would have been vastly more conciliatory had Lincoln lived. But I can’t argue with your point that the victors imposed retribution on the losers.
What’s happening in England, as you say, fits the same pattern. Middle and lower class English natives—Anglo-Saxons—appear to be the losers. Who are the winners?
Interesting thought re: the casting. It's been DECADES since I watched the film, and I remember not being impressed at all. But it's hard for me to read the book and not think of Clark Gable as Rhett.

In a free society, employers may hire, and advance, people for whatever silly reasons they choose (and suffer the consequences). But there is certainly no place for forced selection requirements.
